Finance Ministry maps Pakistan's IPP landscape from furnace oil to wind

August 10, 2026 (MLN): The Ministry of Finance has released ownership data for Pakistan's 100 Independent Power Producers (IPPs), showing a cumulative installed capacity of above 24,000MW spread across several fuel and technology categories, ranging from residual furnace oil (RFO) and gas/RLNG-based plants to hydel, coal, bagasse, solar, and wind.
The data identifies project sponsors for each plant, with several business groups holding stakes across multiple projects and fuel types.
The Habibullah group appears as sponsor or co-sponsor in the Hub Power Project, HUBCO-Narowal, New Bong Escape Hydropower, and the China Power/Hubco and Hubco Thar coal projects.
The Mansha Group holds ownership in Lalpir, Pak Gen, Nishat Power, and Nishat Chunian Power projects, all RFO-based.
The Fauji Foundation and Fauji Fertilizer Company are sponsors across Fauji Kabirwala, Foundation Power, and the Foundation Wind Energy I and II projects, while China Three Gorges Corporation is listed against Karot Hydropower and three separate wind projects.
By fuel type, gas and RLNG-based plants form the single largest capacity bloc at 9,867.5MW across 19 projects, led by RLNG plants Haveli Bahadur Shah, Balloki, Bhikki, and PTPL, each exceeding 1,180MW, along with the Kot Addu Power Project (KAPCO) at 1,638MW. RFO and LSFO-based plants follow with 3,993MW across 15 projects, headed by the Hub Power Project at 1,292MW.
Coal-based capacity, combining imported and Thar coal, stands at 7,260MW across eight projects, with Sahiwal, Port Qasim, and China Power/Hubco each rated at 1,320MW.
Wind projects account for above 1,800MW across 36 IPPs, the largest count of projects in any single category, while solar PV contributes 680MW across 10 projects.
Hydel capacity totals 1,053MW across four projects, led by the Karot Hydropower Project at 720MW under China Three Gorges Corporation. Bagasse-based cogeneration plants, largely tied to sugar mills, add 259.1MW across eight projects.
