Federal Govt adjusts regulatory duty on wide range of imports

July 08, 2026 (MLN): The federal government has levied regulatory duty on
the import of a wide range of goods under a fresh notification issued by the
Ministry of Finance and Revenue, superseding its previous notification of June
30, 2025.
The Federal Board of Revenue, through SRO 1064(I)/2026 dated June 30,
2026, exercised powers under sub-section (3) of section 18 of the Customs Act,
1969, to notify regulatory duty rates ranging from as low as 0.8% to as high as
20% on hundreds of PCT codes covering live animals, fish and seafood, dairy
products, fruits and vegetables, edible oils, textiles, iron and steel
products, electrical machinery, vehicles, arms and ammunition, and various
consumer goods.
Among key items, live poultry, pure-bred breeding animals and fish
species have been subjected to duty rates of 4%, while frozen fish and various
fish fillets attract 14% duty.
Dairy products including cheese and curd face 20% regulatory duty, while
milk, cream and yogurt have been slapped with 16% duty.
Fresh fruits including apples, pears, cherries, peaches and plums have
been assigned a 20% duty rate, whereas dates, mangoes and citrus fruits carry
duty ranging between 8 and 16% depending on whether they are fresh or dried.
In the automobile sector, various categories of new and used motor
vehicles, including sports utility vehicles, mini vans and all-terrain
vehicles, have been made subject to duty rates between 8 and 20%, depending on
cylinder capacity and vehicle condition.
The notification also covers wrist watches, sunglasses, imitation
jewellery and cosmetics, all attracting 20% duty, while telecom equipment
including telephone sets carries duty ranging from Rs240 per set to Rs17,600
per set depending on the C&F value.
Certain categories have been exempted from regulatory duty, including
imports under the Fifth Schedule to the Customs Act, 1969 (subject to
conditions), imports under the Temporary Importation Scheme, special steel
round bars used by seamless pipe manufacturers, rubber apron and cots, and
vehicles imported by new entrants under the Auto Development Policy.
The notification further stated that regulatory duty on pine nuts
(chilgoza) and roughly trimmed marble would be exempted, while duty on ground
nuts in shell would be reduced to 10% if imported from Afghanistan.
Regulatory duty on CKD/SKD kits of home appliances not separately
specified in the table has been fixed at 4%, the notification added.
The value of vehicles under PCT Code 87.03 having bullet-proofing and
other security features shall be determined as per Notification No. SRO
1121(I)/2007 dated November 17, 2007, it further stated.
The notification has taken effect from July 1, 2026.
