ECC likely to approve draft upgrade agreements for Brownfield Refineries

September 14, 2026 (MLN): The Economic Coordination Committee (ECC) of the Cabinet is likely to approve draft upgrade agreements under the Pakistan Oil Refining Policy for Upgradation of Existing/Brownfield Refineries, 2023, as amended in August 2026, sources said.

The Petroleum Division has placed the draft agreements before the ECC for consideration at its meeting scheduled today, according to the agenda.

The proposed agreements are aimed at facilitating the upgradation of existing and brownfield refineries under the revised refining policy framework.

The ECC is also scheduled to consider the settlement of financial issues of oil marketing companies (OMCs), which has likewise been placed on the agenda by the Petroleum Division.

The development comes after the government amended the brownfield refinery policy in August 2026, paving the way for refineries to proceed with planned modernization and upgrade projects under revised terms.

The ECC meeting will be chaired by Federal Minister for Finance and Revenue and is scheduled for 4:30pm today at the Finance Division in Islamabad.

The approval of the draft agreements would mark a key step toward implementation of the revised brownfield refinery policy and provide greater clarity to existing refineries on their upgrade commitments and policy incentives.
