ECC approves PTVC grant, sovereign guarantees for M-12 BOT project

August 04 2026 (MLN): The Economic Coordination
Committee (ECC) of the Cabinet on Tuesday approved the release of Rs3.25
billion per quarter as a Technical Supplementary Grant for Pakistan Television
Corporation (PTVC) to cover its operational and essential running expenses for
FY2026-27.
It also cleared sovereign guarantees worth Rs27.62
billion for the Sialkot (Sambrial)-Kharian Motorway (M-12) project.
The meeting was chaired by Federal Minister for Finance
and Revenue Senator Muhammad Aurangzeb at the Finance Division, according to a
press release issued.
It was attended by Federal Minister for Commerce Mr. Jam
Kamal Khan, Federal Minister for Investment Mr. Qaiser Ahmed Sheikh, Federal
Minister for Power Sardar Awais Ahmad Khan Leghari, Federal Minister for
Petroleum Mr. Ali Pervaiz Malik, and Special Assistant to the Prime Minister on
Industries and Production Mr. Haroon Akhtar Khan, along with federal
secretaries and senior officials from the relevant ministries, divisions, and
regulatory authorities.
The PTVC grant was approved on a summary moved by the
Ministry of Information and Broadcasting.
The ECC also directed the ministry to return within two
months with a comprehensive financial sustainability plan for the state
broadcaster.
On the motorway project, the ECC approved a summary from
the Ministry of Communications sanctioning the sovereign guarantees for the
M-12 project, being developed on a Build-Operate-Transfer (BOT) basis under a
Public-Private Partnership (PPP) arrangement.
The committee also approved the roll-over of an
already-issued Operational Viability Gap Funding (VGF) facility amounting to
Rs6.944 billion.
The approvals are intended to help the project's
concessionaire achieve financial close under the newly approved financing
structure.
