China reaffirms Pakistan as key partner in modernization drive: CG Yang

November 10, 2025 (MLN): China remains committed to viewing Pakistan as a priority partner in its neighbourhood diplomacy and development vision under the upcoming 15th Five-Year Plan (2026–2030), said Mr Yang Yundong, Consul General of the People’s Republic of China in Karachi.

He emphasized that under the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), China will continue to work hand in hand with Pakistan to achieve prosperity and modernization.

The Consul General added that both countries will deepen cooperation under the Belt and Road Initiative (BRI) and the China-Pakistan Economic Corridor (CPEC), further strengthening economic ties and development collaboration between the two nations.

“China will join hands with Pakistan to march forward together toward prosperity and modernization,” said Mr. Yang, reaffirming Pakistan’s central role in China’s neighborhood diplomacy and high-quality BRI development.

He underscored that the newly concluded Plenary Session has drawn a comprehensive blueprint for China’s economic and social development from 2026 to 2030, marking a crucial step in advancing Chinese modernization with global impact.

China, he noted, will continue to uphold multilateralism, openness, and inclusiveness, resisting protectionist tendencies and striving to build a world of lasting peace, universal security, and common prosperity.

Highlighting the BRI’s evolution from “hard connectivity” in infrastructure to “soft connectivity” in regulatory alignment and “heart connectivity” through cultural exchange, he said that Pakistan stands at the forefront of China’s efforts to build a community with a shared future for mankind.

The Consul General praised the decade-long achievements of CPEC, which have transformed Pakistan’s development landscape through energy, infrastructure, and industrial projects.

He reaffirmed that China seeks to elevate CPEC to Version 2.0, focusing on green development, artificial intelligence, digital economy, health, tourism, and agriculture to support Pakistan’s economic transformation.

During the 15th Five-Year Plan period, China aims to achieve significant advances in technological self-reliance, improve living standards, and make major progress toward building a “Beautiful China.” These outcomes, he said, will yield three key dividends for Pakistan:

  • A growth dividend, opening new export opportunities for Pakistani goods;

  • An innovation dividend, through transfer of technology and new business models; and

  • A governance dividend, offering lessons in efficient state management and reform.

Mr Yang concluded with a call for continued unity and perseverance, stating that modernization requires unremitting effort and shared commitment from both nations.

“The journey ahead is long, but steadfast action is key to composing new chapters through sustained hard work,” he said. “Let’s strengthen our resolve, boost our confidence, and march bravely forward toward prosperity and modernization.”
