CDA seals offices of illegal Itifaq Residencia scheme

September 25, 2026 (MLN): The Capital Development Authority (CDA) has directed the sealing of marketing and site office buildings of "Itifaq Residencia," an illegal housing scheme located on Simly Dam Link Road, Zone-04 (D), Islamabad, for operating as a defaulter of the authority.

Development work on the scheme was started without approval of a Layout Plan or a No Objection Certificate from the CDA, making the construction and land use illegal.

The authority had already served notices and show-cause notices to the scheme on May 23, 2025, and May 20, 2026, directing it to immediately stop illegal development, marketing, and sale, purchase, allotment or transfer of plots, and to remove the unauthorized structures.

Public notices were also published in national dailies and uploaded on the CDA website, but the scheme's sponsors did not obtain any approval.

The sealing order covers the offices of the scheme's advertisers, sponsors, operators, consultants, contractors, real estate agents and marketing partners.

It was issued by Director Regional Planning Eijaz-ul-Hasan with the approval of the Director General (Spatial Planning), CDA, and marked for execution to the Directorate of Enforcement (East).

Deputy Director (RP-II) Hunain Khan has been named to represent the Regional Planning Directorate in the matter.

Beyond the sealing action, the CDA has also sought demolition and removal of the illegal structures, tasking the Directorate of Enforcement and the Directorate of Building Control (South) with initiating action under the relevant provisions of the CDA Ordinance 1960.

The Deputy Commissioner ICT and the Senior Superintendent of Police Islamabad have been asked to issue directions to the concerned magistrate and police station, citing an Islamabad High Court judgment that holds the Chief Commissioner, Deputy Commissioner, Inspector General of Police, SSP Islamabad, the concerned SHO and magistrates directly responsible for enforcement of CDA by-laws.

The CDA has further instructed IESCO and SNGPL not to provide utility connections to the scheme except in accordance with CDA-approved layout and building plans, and asked the Director of the Press Information Department to withhold approval for publishing advertisements of the project, warning that PEMRA and the PTA may block websites of private housing schemes launched without approval.

Copies of the order were also sent to the Additional Collector Recovery/Senior Special Magistrate CDA, for action for recovery under the CDA Ordinance, and to the Joint Registrar of Companies at the Securities and Exchange Commission of Pakistan.
