CAT upholds CCP order, cuts poultry cartel fine to Rs25m

December 15, 2025 (MLN):  The Competition Appellate Tribunal (CAT) has upheld the Competition Commission of Pakistan’s (CCP) order against the Pakistan Poultry Association (PPA) in a long-standing cartel case, while reducing the penalty from Rs50m to Rs25m and directing the association to deposit the fine within 15 days.

The original case dates back to 2010, when the CCP imposed a Rs50m fine on the PPA and its members for colluding on poultry product prices, violating Section 4 of the Competition Act, according to a press release issued.

The ruling triggered extended legal proceedings over cartelization in the poultry sector.

During the hearing, the PPA’s counsel stated that the association had no objection to the appeal being decided in line with the Supreme Court’s 2022 judgment in a similar case, which had taken a more lenient view and reduced the penalty.

Citing the Supreme Court’s reasoning and with the appellant’s consent, the tribunal cut the penalty in half, noting that the facts of the case were largely similar. The tribunal disposed of the appeal without re-examining the merits.
