ADB to advise Pakistan on Islamabad airport outsourcing under privatisation plan

July 15, 2026 (MLN): The Privatisation Commission of Pakistan has signed a Transaction Advisory Services Agreement (TASA) with the Asian Development Bank (ADB), appointing the multilateral lender as the financial advisor for the outsourcing of Islamabad International Airport.

Under the agreement, ADB will provide end-to-end transaction advisory services, including technical, financial, legal, environmental, and commercial support for structuring and executing the outsourcing process in line with international best practices.

The advisory services are aimed at ensuring a transparent, competitive, and market-driven transaction while attracting leading international airport operators and investors.

The agreement was signed by ADB Pakistan Country Director Emma Fan and Director General of the Privatisation Commission Shahid Dayo in Islamabad.

The signing ceremony was witnessed by Adviser to the Prime Minister on Privatisation and Chairman of the Privatisation Commission Muhammad Ali, Secretary Privatisation Commission Usman Akhter Bajwa, Secretary Privatisation Division Hammad Shamimi, ADB Deputy Country Director Syed Hussain Haider, and senior officials from both organizations.

The development marks a key step in the government's privatisation programme, with the outsourcing initiative aimed at improving the operational efficiency, service quality, and long-term sustainability of Islamabad International Airport through private sector participation.
