Punjab Government Orders Steps against use of substandard LPG cylinders

Lahore – Secretary Industry, Commerce & Investment along with Punjab government have taken decisions in a meeting held today, on order of Chief Minister Punjab, to stop the loss of innocent lives of poor people of Pakistan.

Meeting was headed by Dr. Muhammad Mujtaba Paracha (Secretary Industry, Commerce & Investment). Sundas Arshad (AGDC Lahore Headquarter), Abdul Qadoos Toor (DO Industry Gujranwala), Irfan Khokhar (Chairman LPG Industries Association of Pakistan), Ahsan Mahmood Butt (LPG Cylinder Manufacturing Association Pakistan), Farooq Iftikhar & Khalid Naeem from LPG Marketing Companies & Javed Iqbal Technical Asian Scale were also present in the meeting. Mr. Irfan Khohar, Chairman FPCCI`s Standing Committee on LPG for 2017, LPG Distributors Association Pakistan & Founder LPG Industries Association of Pakistan (LPG Chamber of Pakistan) appreciated Govt. of Punjab & Secretary Industry, Commerce & Investment for the decisions regarding operation against substandard LPG Cylinders.

To end the substandard LPG Cylinders from the market he suggested Compulsory launch of OGRA Approved LPG Auto Rickshaw & 2kg/4kg/6kg Domestic use LPG Mini cylinders manufactured by OGRA Approved LPG Cylinder Manufacturers. OGRA approved LPG cylinders are costly due to which poor people are unable to purchase them. In this regard, End GST for One year on import of Sheet which is used for OGRA approved LPG cylinders to reduce cost and ensure sale of these OGRA approved LPG Cylinders. Monthly reports of newly launched LPG Auto Rickshaw Cylinders & 2kg/4kg/6kg LPG Cylinders from LPG Marketing companies to be submitted to OGRA authority & Ministry for Industries, Commerce & Investment. Selling of OGRA approved manufactured LPG cylinders only on authorized distributors & authorized sub distributors of OGRA approved LPG Marketing Companies, record of which should be kept by OGRA & Ministry for Industries, Commerce & Investment. All other sale points other than authorized distributors & sub distributors of LPG Marketing companies should be banned.

Appointment of OGRA 3rd party inspectors/engineers to scrap any substandard LPG cylinder comes for refilling at LPG Filling Plants. Cancelation of License of LPG Marketing Company on filling of substandard LPG Cylinder. Order the ban on sale/purchase & filling of substandard LPG cylinders on all distributors & sale point holders. To stop substandard LPG cylinders, Transporters should check and carry Authorization Certificate to ensure the cylinders are of OGRA approved LPG Cylinder manufacturers on demand of LPG Marketing Companies. Builty without documentation should be prohibited on all truck stations. FIR against transporter should be held for not following this code. 7 days public notice before crackdown against substandard LPG cylinder godowns & wholesalers in Shah Alam Market & all over Punjab other than authorized distributors or authorized sub distributors of LPG Marketing Companies.

According to Section 25 of OGRA Ordinance 2002 sale/purchase & refilling of substandard LPG cylinders is a punishable offence. According to my information, substandard LPG bowsers are being used for LPG transport which can cause a big loss of lives. IC&I department should ask OGRA & Explosive department to carry inspections and forbid the explosive licensing other that top 3 OGRA 3rd Party Inspectors in Pakistan. Operation against substandard LPG cylinders & LPG cylinder valve manufacturers in Gujranwala. On order of IG Punjab, collection of data of all LPG related persons for security reasons and submission of this data to OGRA & IC&I department Punjab. After operation, building where this criminal activity was taking place should be demolished and substandard LPG Cylinder manufacturing machinery & instruments to be remain in custody of District Government. Workers of such manufacturers should also be faced by the same offense. IC&I department should make a law to punish the offenders of these activities and sentence them 2-5 years non-bail able imprisonment with challan up to 1 million. All stake holders of LPG industry agreed that no compromise would be tolerated against safety & security of LPG Industry of Pakistan.
